    FISP Cycle 10: Deadlines, Requirements & What You Need to Know

    Cycle 10 is now active with new requirements including mandatory cavity wall probes. Here's what's changed, when your building is due, and how to avoid costly violations.

    Sub-Cycles 10A and 10B are both active now. If your building falls into either window, the clock is already running.

    Cycle 10 Filing Deadlines

    Your building's deadline is determined by the last digit of your NYC DOB Block Number. Here are the three sub-cycles:

    What's New in Cycle 10

    Cycle 10 introduces several important changes from previous cycles:

    1. Mandatory Cavity Wall Probes

    Buildings with cavity wall construction must now undergo investigative probes as part of the inspection — a visual examination alone is no longer sufficient. Probes involve physically opening portions of the wall to assess the condition of the cavity, ties, and inner wythe. Inspectors who skip this step are filing incomplete reports that the DOB will reject.

    2. Annual Parapet Inspections

    Beginning in 2024, all FISP-regulated buildings must undergo annual parapet inspections independent of the five-year facade cycle. This is a separate compliance obligation with its own filing and penalty structure.

    3. Digital-Only Filing

    All reports must be filed through the DOB NOW Safety portal. Paper submissions are no longer accepted under any circumstances. Both the QEWI and the building owner must be registered in the DOB NOW system before filing.

    What Happens If You Missed Cycle 9

    Buildings marked as "No Report Filed" (NRF) from Cycle 9 are not automatically cleared when Cycle 10 begins. You must submit a Sub-cycle Override Request to file immediately. If your building has cavity wall construction, investigative probes are mandatory as part of the late submission.

    Civil penalties for non-compliance are now publicly visible in DOB NOW — meaning prospective buyers, lenders, board members, and insurance companies can see them instantly.

    Why Starting Early Matters

    The full FISP process — from hiring a QEWI through DOB filing — typically takes 3 to 6 months:

    • QEWI selection and contracting: 2-4 weeks
    • Access coordination (scaffold, rope, adjacent buildings): 2-8 weeks
    • Field inspection and probes: 1-3 days
    • Report preparation: 2-4 weeks
    • DOB filing and processing: 1-2 weeks

    Buildings that wait until the final year of their window frequently run out of time. Access agreements with adjacent property owners alone can take months to negotiate. Start early.

    How to Find Your Block Number

    Log into the DOB NOW Public Portal at nyc.gov/dobNOW and search your property address. Your block number appears in the building's registration details. The last digit determines your sub-cycle.
